General Guillermo Lorenzo T Eleazar, Chief of the Philippine National Police (PNP), vowed on Tuesday, June 1, to personally monitor the legal offensive against a police sergeant behind the cold-blooded killing of a woman in Quezon City.

PGen Eleazar said that he had already instructed both Quezon City Police District Director Police Brig. Gen. Antonio Yarra and Internal Affairs Service Inspector General Alfegar Triambulo to expedite the conduct of investigation against Police Master Sergeant Hensie Zinampan, assigned to the Police Security Protection Group (PSPG).

Based on the initial investigation, PMSgt Zinampan figured in a scuffle with the son of 52-year old victim Lilybeth Valdez on May 1. The daughter of the victim told the police investigators that PMSgt Zinampan threatened harm on them after the incident.

On Monday night, an apparently drunk PMSgt Zinampan went to the area where he confronted the victim. Based on the video that went viral in the social media, the policeman was already holding his gun before he approached the victim.

He then grabbed the victim and shot her at close range. PMSgt Zinampan was arrested by responding QCPD operatives.

PGen Elezar assured the family that the policeman will be dismissed from the PNP in the soonest possible time.

“On behalf of the men and women of the PNP, taus-puso po akong nakikiramay sa pamilya at humihingi ng paumanhin sa inasal ni Police Master Sergeant Zinampan.

PGen Eleazar said policemen like PMSgt Zinampan is the main reason why he has been aggressively pushing for a massive reform as early as in the recruitment process, explaining that the corruption and the padrino system in the PNP recruitment is the reason why undeserving applicants would enter the police service.
