New Year’s Resolution:
“PNP’s Serbisyong Makatotohanan for a Safer 2013”
With the coming of a new year, We, at the Philippine National Police have our own New Year’s Resolution to do this coming 2013. This resolution was already laid out in our Strategic Focus termed as “CODE-P: 2013 and Beyond,” towards the realization of the PNP P.A.T.R.O.L. Plan 2030 by enhancing the Competence of each and every Policeman, redefining and reforming the Organization, instilling Discipline, realizing Excellence and instituting Professionalism at all levels of the organization.
Habang kami po ay nagsu-sumikap upang magbigay ng mas mahusay na paglilingkod at pangalagaan ang taong-bayan na may diin sa pagpapanatili ng kapayapaan at sa paglutas ng krimen, maaari lamang naming makamtan ito kung isang Serbisyong Makatotohanan ang paiiralin ng bawa’t isang Police Officer o Alagad ng Batas para sa isang mas ligtas na 2013.
As I lead the 148,000 strong Philippine National Police, I too have my hopes and wishes in the year to come:
- that there will be positive change so that our Police Officers’ competence will be further enhanced to perform better;
- that our organization will undergo true reform and development;
- that there will be discipline in all levels of the organization, especially in the frontline services;
- that everyone aspires for excellence in carrying out his duties;
- that, finally, our police organization can transform itself into a fully-professional group of police heroes.
Yan ang mga pangunahing pangarap at hangarin ko sa bagong taon. At alam ko, na para makamtan natin ang mga hangarin at pangarap kong ito, ang serbisyong dapat maramdaman sa atin ng ating mga kababayan ay isang Serbisyong Makatotohanan.
- Serbisyong gustong tumulong sa buhay ng mga mamamayan;
- Serbisyong tumutupad sa sinumpaang tungkulin natin bilang mga pulis;
- Serbisyong makatotohanan na ang magiging bunga ay katiwasayan at kaligayahan para sa lahat ng mamamayan;
- Serbisyong isa lang ang patutunguhan- ang tuwid na daan na adhikain at hangarin ng ating Pangulong, Benigno S. Aquino III at nang buong sambayanan.
Kung kaya’t ang una at magandang ehemplo ng serbisyong publiko ay dapat ipamalas ng isang Police Officer. Dahil kung masamang ehemplo naman ang ipakikita nito, siguradong madidismaya ang ating mga kababayan.
Ang aking iminumungkahi ay dapat bigyan natin ng dangal at ng galing ang ating trabaho. Patuloy nating ibalik ang karangalan ng mga salitang “Police Officer” at “Alagad ng Batas.” Sa ganitong paraan, manunumbalik ang mataas na paghanga ng buong sambayanan sa atin. Mahirap man ito, pero asahan ninyong pangungunahan ko ang adhikaing ito, para sa kapakanan ng ating bayan at ng ating Pambansang Pulisya.

I TOO HAVE MY HOPES AND WISHES FOR THE PHILIPPINE NATIONAL POLICE THIS YEAR 2013. FOREMOST, THAT THERE WILL BE A POSITIVE CHANGE IN THE PNP - THAT OUR POLICEMEN WILL PERFORM BETTER AND THE ORGANIZATION WILL GET STRONGER THROUGH AN HONEST AND TRUE REFORM AND DEVELOPMENT. Greetings!
Bago ko po ihayag ang aking mensahe sa napakahalagang araw na ito hindi lamang dito sa ating bansa, kung hindi sa buong mundo, hayaan niyo po akong magbigay ng kaunting pick-up lines na akmang-akma ngayong Pasko. Marahil karamihan sa inyo, ay nakaka-karelate dito.
1. Sana SIMBANG GABI na lang ako, para may pagkakataon pa akong KUMPLETOHIN mo.

Thank you for sharing your laughter with me. Thank you for sharing your time with me, and thank you for joining us in celebrating this special day to all of us. As we all know, Christmas is the most important season in our country. Despite the tragedies that have hit the country year after year, the Filipino has proven that the spirit of Christmas always eases the pain and revitalizesthe soul. Indeed, Christmas is always a new source of life for the Filipino people, a season of joy and merry making, of sharing and gift giving.
Ang inyong Philippine National Police ay may regalo rin po para sa ating mga kababayan. Ito po ay ang ‘Serbisyong Makatotohanan.’ Isang serbisyo na ang adhikain ay itaguyod ang kapayapaan, kaayusan at katahimikan sa buong kapuluaan upang mamayani ang kasayahan at tunay na diwa ng Pasko.
Mula po sa hanay ng inyong Pambansang Pulisya ng Pilipinas, isang mapayapa, masagana at maligayang Pasko at Bagong Taon!
The PNP Operational Procedures (POP) Manual provides guidance regarding the Philippine National Police’s policy and procedures for its personnel, especially those in the field, which must be strictly adhered to in all aspects of police work.
This 2010 Edition of the POP Manual contains more comprehensive and in-depth procedures to specifically address in detail various modes of action every police officer shall observe in the performance of the general law enforcement function and basic police duties as well as the rules and methods to be observed in special police intervention operation. The demands of public safety service involve a wide range of issues and considerations and to be effective, PNP officers will have to rely not only on this manual but also upon their training and experience.
The revision of the POP Manual is also in consonance with our ongoing Transformation Program as we are improving one of the Key Result Areas, on PNP Operations, which involves reforms in the operating rules and procedures in police operations, providing the police units the appropriate work tools and strengthening crime research to support more effective crime management operations.
The PNP officers’ value to the citizens and to the organization will be gauged not only by compliance with the procedures contained in this Manual, but also by demonstrations of good judgment, zeal and performance under widely variant conditions. It is therefore incumbent upon all officers to familiarize themselves with the contents of this PNP Operational Procedures Manual so that they may know their duties and perform them properly.
