POLICE RETIREES BENEFIT FROM PNP FISCAL REFORMS

In line with the fiscal reforms initiated by the PNP leadership under the PNP Integrated Transformation Program and Performance Governance System, procedures on the release of retirement benefits have been institutionalized such that retirees shall be able to receive separation benefits on the day of they bow out of service.

At the Salamat Kapatid Program for retiring PNP members coinciding with the Friday Flag-lowering ceremony at the National Headquarters during the weekend, 16 retired PNP Personnel received their respective retirement benefits totaling P18.82-million.

PNP Chief, Director General Raul M Bacalzo personally handed over checks representing the Commutation of Accrued Leave (CAL) and Lump Sum (LS) retirement pay of the retired PNP members.

According to Police Director Rey Lañada, PNP Director for Comptrollership, for the month of May, the PNP Directorate for Comptrollership has received 49 disbursement vouchers submitted by May 2011 retirees.

The PNP is awaiting release of funds from the Department of Budget and Management to pay for the retirement benefits of other May 2011 retirees.

The policy of prompt release of retirement benefits is contained in PNP Memorandum Circular No. 2011-007 issued by Director General Raul M Bacalzo on February 26, 2011 that prescribe the “Guidelines and Procedures in the Processing of Retirement Claims and Benefits due to PNP Uniformed Personnel and other Retirement Activities”.

Apart from the guidelines on processing of retirement benefits, the PNP is also implementing Project “Kalinga” for retired and separated PNP personnel. It includes the Salamat Kapatid Program of according appropriate honors to retired PNP members.

“Fiscal reforms in the efficient and transparent utilization of financial resources allowed the PNP greater financial flexibility to manage its resources and outstanding obligations including payment of prior year claims, salaries & allowances, and retirement benefits,” PNP SPokesman, CSupt Agrimero A Cruz Jr. said.

An average of 2,500 police personnel retire each year.
